"tutor-openedx" is the legacy package; new plugins should now depend on "tutor".
In the first run of codejail, I faced the following issue:
apparmor failed to apply profile: write /proc/self/attr/apparmor/exec: no such file or directory: unknown
This error was caused by the fact that apparmor profile is only added to the
host during the init phase. So we actually must run init prior to quickstart.

This PR is the result of my testing with the maple branch of Tutor. Note that I had to cherry-pick the commits from this edx-platform PR in the openedx Docker image in order to get it to work.
